He is joined by vice chairs Andrew Ferguson of the Federal Trade Commission, Emil Michael of the Department of Defense, and Scott Kupor from the Office of Personnel Management. This leadership group faces a 120-day deadline to produce a comprehensive report detailing the risks and potential benefits of the technology.

Trump’s directive reflects a departure from the safety-focused AI debates he previously dismissed as political theater. Instead, the administration is prioritizing rapid development to maintain a competitive edge over global rivals, specifically China. Clayton has argued that the primary threat lies in failing to secure the first-mover advantage. The task force charter emphasizes a dual-track approach: developing strategies to counter threats enabled by super intelligence while actively preventing regulations that might impede market innovation or competition.
