This shift reflects the platform's desire to offload moderation to its community rather than acting as a centralized authority, a model Meta has also explored following its retreat from traditional fact-checking partnerships.

Despite the ambition, the mechanism faces significant scaling hurdles. A 2025 study from the Spanish fact-checking outlet Maldita discovered that 85% of proposed Community Notes never reach the public, while research from the Digital Democracy Institute of the Americas suggests the failure rate for publication could be as high as 90%. While Musk’s plan to implement DM notifications could mitigate the visibility gap for viral misinformation, the feature remains in development with no official launch date provided by the company.
