Positioned between the major metropolitan hubs of Orlando and Tampa, the county has become a magnet for those seeking a lower cost of living and the absence of state income tax. This migration has created what Bohde characterizes as a perfect storm, pushing the local population past 882,000. As infrastructure chief, Bohde must continuously reorder priorities to address the strain on public services. A stark example is the County Road 557 project; once a low-priority endeavor, the US$160 million expansion connecting Interstate 4 to Lake Alfred was fast-tracked as development accelerated.

Beyond roadwork, the county is aggressively expanding its public amenities and tourism sector. Bohde oversees a team of 900 staff members managing US$794 million in active capital projects. He notes that the rise in residents has necessitated significant upgrades to the park system, alongside a push to host 300 annual sports and tourism events. By leveraging partnerships—such as the county's sponsorship of the Swansea City football club and hosting the Detroit Tigers for spring training—Polk County aims to convert this rapid growth into long-term economic stability.
